North Glengarry Council Focuses on Regional Governance, Election Readiness, and Community Partnerships at July 13 Meeting

The Township of North Glengarry’s July 13, 2026 council meeting addressed regional governance, election preparations, planning approvals, and community partnerships. The agenda reflected council’s commitment to maintaining effective municipal services while preparing for future governance changes and supporting local initiatives.


Conservation Authority Amalgamation Update

Council received a detailed presentation on the upcoming amalgamation of the Raisin Region Conservation Authority into the St. Lawrence River Regional Conservation Authority, effective February 1, 2027. Staff emphasized that local programs, conservation lands, offices, and frontline services will continue uninterrupted while administrative functions are consolidated to improve efficiency. Council also discussed how watershed councils and municipal representation will help preserve local input under the new regional structure.


Election Oversight Strengthened

Council approved appointments to the Joint Compliance Audit Committee for the 2026–2030 municipal election cycle. The shared committee will provide oversight of campaign finance complaints across participating SDG municipalities, supporting transparency and consistency throughout the election process.


Election Sign Rules Updated

Council adopted amendments to the Election Sign Bylaw, establishing a standard timeline allowing campaign signs to be installed 45 days before election day. The changes aim to create clearer regulations, reduce visual clutter, and provide consistency for candidates and residents.


Community Event Receives Municipal Support

Council approved a temporary road closure to accommodate the annual Show and Shine fundraiser supporting the Glengarry Memorial Hospital. The decision demonstrates continued municipal support for community events while ensuring appropriate traffic management and public safety measures are in place.


Zoning Amendments Support Rural Development

Council approved zoning bylaw amendments permitting secondary dwellings and recognizing a small-scale home-based brewery as an agricultural-related use. These amendments continue the township’s approach of encouraging housing flexibility and rural economic diversification while maintaining compliance with provincial planning policies.


Municipal Property and Partnership Agreements Approved

Following a closed session, Council ratified bylaws related to land acquisition, drainage agreements, and lease arrangements, including an agreement supporting the Glengarry Encore Education Centre. These decisions reflect ongoing investment in municipal assets and community partnerships.
