South Glengarry Council Reviews Animal Control Exemption, Community Funding, and Heritage Preservation at September 14 Meeting

The Township of South Glengarry’s September 14, 2026 council meeting focused on animal control regulations, community funding, infrastructure maintenance, and heritage preservation. The agenda included an emotional delegation regarding an exemption to the Township’s exotic animal bylaw, alongside decisions supporting local charitable organizations, historical preservation, and municipal operations..

Animal Control Exemption Request Returns to Council

Council heard a presentation from Mrs. Trapier requesting an exemption to the Township’s animal control bylaw that would allow her two spider monkeys, River and Fiona, to return to her home.

The delegation outlined her 27 years of experience caring for exotic animals and the monkeys’ 12-year history at the property. She emphasized their established care routines, veterinary oversight, and the absence of reported escapes or neighbourhood complaints.

Council discussed the possibility of a conditional exemption involving additional safety measures, including secure enclosures, microchipping, liability insurance, veterinary documentation, and municipal inspections.

While no final exemption was granted, several councillors expressed openness to considering an arrangement that addresses animal welfare and public safety. Staff were asked to review the feasibility and enforceability of potential conditions before Council makes a final decision.

Council Approves $2,500 Contribution to Beyond 21

Council approved a $2,500 donation to Beyond 21 in support of the organization’s 2026 annual trunk sale fundraising event.

The contribution recognizes the organization’s work supporting adults with developmental disabilities and reflects continued municipal involvement in community-based charitable initiative.

Martintown Mill Preservation Project Receives Funding

Council approved $4,000 in financial support for the Martintown Mill Preservation Society to assist with its ongoing restoration project.

The historic mill remains an important part of South Glengarry’s architectural and cultural heritage. The contribution supports efforts to maintain and preserve the landmark for future generations while recognizing the work of community volunteers involved in its restoration.

Stone Dust Contract Awarded for Road Maintenance

Council awarded a contract to LW Bray Construction for the supply of 3,000 tons of stone dust, supporting ongoing municipal road maintenance and infrastructure operations.

The discussion highlighted increasing material costs and the importance of maintaining adequate supplies for seasonal road maintenance.

The larger purchase reflects the Township’s efforts to manage procurement costs while preparing for changing weather conditions and future maintenance requirements.

Glengarry Archives Continues Historical Preservation Efforts

Council received updates from the Archives Committee regarding ongoing efforts to acquire, preserve, and digitize historical documents and aerial photographs.

These initiatives aim to improve access to local historical records while protecting materials that document the development of Glengarry’s communities, properties, and cultural heritage.

The committee continues working to expand the historical resources available to residents, researchers, and future generations.

Conservation Authority Transition and Environmental Updates

Council received updates regarding the upcoming amalgamation of regional conservation authorities, including anticipated changes to governance, representation, and operating budgets.

Discussions also touched on environmental management initiatives, including efforts to control invasive Phragmites and explore alternative approaches to vegetation management.

The transition raises broader questions about how regional conservation services will be delivered and how local municipal interests will be represented within the new structure.

Municipal Audit and Administrative Appointments

Council addressed administrative matters, including the appointment of municipal auditing services and other procedural business necessary for ongoing Township operations.

These appointments form part of the municipality’s regular financial oversight and administrative responsibilities.

Closed Session and Adjournment

Council entered a closed session to discuss matters involving solicitor-client privilege and receive legal advice.

Following the closed session, Council completed the required procedural business and concluded the meeting..

Overall Takeaway

The September 14 meeting highlighted South Glengarry’s ongoing efforts to balance municipal regulations, community needs, infrastructure responsibilities, and heritage preservation.

The animal control exemption request raised important questions about individual circumstances, public safety, and the flexibility of municipal bylaws. Meanwhile, financial support for Beyond 21 and the Martintown Mill Preservation Society demonstrated continued investment in community organizations and local heritage.

With infrastructure procurement, historical preservation, and conservation authority restructuring also on the agenda, Council addressed a broad range of issues affecting the Township’s residents and long-term municipal operations.
