NG Council Advances Election Modernization and Main Street Renewal at October 14 Meeting

The Township of North Glengarry’s October 14, 2025 council meeting focused on preparations for the 2026 municipal election and a detailed update on the Alexandria Main Street and Mills Square improvements project. The agenda emphasized inclusivity, fiscal responsibility, and the long-term renewal of core community infrastructure.

2026 Election Services Contract Awarded
Council awarded the contract for the 2026 municipal election to Votes, a company providing integrated internet, telephone, and paper ballot options. The decision reflects a focus on accessibility, security, and bilingual service, with special attention to pre-voting logistics and ballot accuracy confirmation.

Voting Methods Bylaw Adopted
Council passed Bylaw 32-2025, authorizing internet, telephone, and paper ballot voting methods. This reflects lessons from the 2022 election, where younger voters preferred online platforms and seniors favored paper ballots. The mix of modalities aims to maximize turnout and inclusivity.

Main Street & Mills Square Project Scope Refined
Council reviewed an updated direction document for the Alexandria Main Street and Mills Square revitalization project, coordinated with SDG Counties. The refined scope focuses on four key areas: Main Street, County Road 10, Mill Square, and adjacent parking areas.

Accessibility and Parking Priorities
The project emphasizes wheelchair access, pedestrian-friendly crossings, and flexible parking solutions to support businesses and aging populations. These priorities mark a shift from rigid earlier plans toward more practical, community-responsive design.

Cost-Sharing with SDG Counties
Council approved a 50% cost-sharing agreement with SDG for design expenses, with overall construction costs projected at about $4 million for North Glengarry’s share. The strategy coordinates road, sewer, storm, and streetscape work in one cycle to reduce long-term costs.

Truck Traffic and Road Design Concerns
Council discussed ways to discourage truck traffic through downtown Alexandria. While seasonal bans exist, enforcement challenges persist. Options include roadway narrowing and rerouting via McDougall Street, recognizing that road design shapes driver behavior more effectively than signage.

Maxville Lagoon Environmental Compliance

An update on the Maxville Lagoon highlighted new requirements for ammonia and phosphate discharge regulations. Council reviewed technology options and Environmental Assessment updates, reflecting the financial and operational challenges of modernizing wastewater infrastructure.
