Council Updates Conduct Policies, Community Services, and Infrastructure at July 23 North Glengarry Committee Meeting

The Township of North Glengarry’s June 23, 2025 council meeting addressed a wide scope of issues, ranging from infrastructure and facility upgrades to event planning and environmental compliance. The evening’s agenda underscored the township’s commitment to both long-term asset management and active community engagement.

Major Water Infrastructure Grant Application Approved

The Township of North Glengarry’s Committee of the Whole convened on July 23, 2025 to discuss a range of governance, planning, and infrastructure matters. The session included policy adoptions, departmental reports, bylaw reviews, and updates on long-term projects—highlighting a steady pace of modernization and strategic investment in community services.

Council Code of Conduct Policy Adopted to Align with Provincial Legislation

Council approved a new Code of Conduct in accordance with Bill 68 and the Conflict of Interest Act. While enforcement remains limited at the municipal level, the policy establishes a formal standard for ethical behavior and complaint handling. It reflects the township’s commitment to transparency and accountability in public service.

Ice Arena Opening Schedule Adjusted for Efficiency

Staff presented proposed opening dates for township ice arenas, recommending later September starts to align with user demand and reduce operational costs. With neighboring arena renovations expected to increase demand, the plan seeks to balance service access with efficient resource use.

Public Planning Notification Enhancements Debated

A proposal to improve notification procedures for sensitive planning applications was debated, aiming to increase public awareness in cases with higher anticipated impact. However, the motion did not pass due to concerns about legal obligations, administrative complexity, and procedural risk—highlighting the challenge of extending engagement beyond mandated thresholds.

Mobile Food Vendor Rules to Be Modernized

Council reviewed a bylaw amendment that would eliminate licensing caps and restrictive food lists for mobile food vendors, including chip stands and food trucks. The proposed changes aim to boost local entrepreneurship, especially during events, while maintaining health unit oversight for safety compliance.

Simplifying Garage Sale Bylaws for Practical Enforcement

Amendments to the garage sale bylaw were discussed to remove the need for licenses and restrictions on the number of sales per year. Instead, regulation will focus on zoning and nuisance control, making enforcement more straightforward and better aligned with current community practices.

Fire Department Annual Report Highlights Community Outreach and Preparedness

The fire department’s 2024 annual report outlined key accomplishments, including expanded in-house training, public education campaigns, and volunteer recruitment initiatives. The department’s multifaceted role in prevention and response continues to strengthen local emergency readiness.

Alexandria Lagoon Project Moves Forward with Key Infrastructure Contracts

Council received updates on the Alexandria Lagoon project, approving soil preloading and a contract for tertiary treatment system technology. These components are critical to long-term infrastructure integrity and environmental compliance. The strategic use of advanced treatment methods and contracting reflects a forward-thinking approach to municipal water management.
