North Glengarry Council Highlights Financial Stability, Veterans Memorials, and Infrastructure Investment at September 14 Meeting

The Township of North Glengarry’s September 14, 2026 council meeting focused on financial accountability, community heritage, infrastructure maintenance, municipal services, and public safety. Council reviewed the township’s 2025 audited financial statements, advanced the veterans’ memorial enhancement project, approved regional service partnerships, and addressed planning and traffic safety matters.


Minor Variance Advances Office Expansion

The Committee of Adjustment considered a minor variance application related to the expansion of a local law office. Council approved the requested setback relief, allowing the proposed construction to advance, while deferring the requested reduction in required parking spaces for further review.

The discussion included concerns from neighbouring stakeholders regarding parking availability, potential overflow, and construction impacts, highlighting the need to balance business expansion with surrounding property interests..


Veterans Memorial Enhancement Project Moves Forward

Council endorsed the proposed enhancement of veterans’ memorials across North Glengarry, including accessibility, lighting, pathways, and other improvements intended to preserve and improve the township’s cenotaph sites.

The project continues to emphasize community fundraising, partnerships, and external funding, with a proposed municipal contribution of up to $35,000 to be considered through the 2027 budget process. Planning also includes provisions for the long-term maintenance of the memorials.


2025 Audit Shows Strong Municipal Financial Position

Council received and approved the township’s 2025 audited financial statements, which reported an accumulated surplus of approximately $81.5 million and no new long-term debt incurred during the year.

The audit also showed a near break-even operating position against an approximately $16-million municipal budget, while existing long-term debt continued to decline. The results provide council with an important financial baseline as it prepares for future infrastructure and capital requirements.


New Accounting Standard Recognizes Future Environmental Costs

The township completed its implementation of Asset Retirement Obligations accounting requirements, bringing future costs associated with landfill closure, remediation, and long-term environmental monitoring into the municipality’s financial statements.

Approximately $5.6 million in future obligations are now recognized, providing a clearer picture of North Glengarry’s long-term environmental liabilities and improving compliance with municipal accounting standards.


Regional Dog Control Partnership Approved

Council approved an agreement with the Township of Russell for dog control and kennel services. The regional partnership will provide North Glengarry with access to established kennel facilities while allowing municipal bylaw staff to focus on broader enforcement responsibilities.


Bridge Rehabilitation Contract Awarded

Council awarded a contract of approximately $368,816 for rehabilitation of the MCY Bridge. The project emphasizes preventative maintenance intended to extend the bridge’s service life and reduce the likelihood of more significant and costly reconstruction in the future.


Council Supports Expanded Traffic Calming Funding

Council supported a resolution calling for greater provincial funding for municipal traffic calming initiatives, reflecting increasing concerns about speeding and road safety, particularly in residential areas and around schools.

The discussion reinforced the challenge rural municipalities face in combining enforcement with physical infrastructure measures to address speeding and protect pedestrians and other vulnerable road users.


Deputy Fire Chief Appointment Strengthens Fire Services

Council also moved forward with the appointment of a Deputy Fire Chief, strengthening the leadership structure of North Glengarry Fire Services as the department continues to modernize its operations, training, and emergency response capabilities.
