Council Tackles Policing, Animal Welfare, Water Planning, and Heritage in September 22 South Glengarry Meeting

The Township of South Glengarry’s September 22, 2025 council meeting spanned a wide agenda, featuring presentations from the OPP, the Ontario SPCA, and DFA Infrastructure, as well as in-depth discussions on water system finances, heritage preservation, winter maintenance, and administrative updates. The meeting underscored council’s focus on balancing public safety, community services, and long-term infrastructure planning.


OPP Focuses on Engagement and Safety
Inspector Mark Heck highlighted increased OPP community engagement, proactive school involvement, and expanded mental health crisis response. Traffic enforcement remains centered on impaired driving, speeding, distracted driving, and seatbelt compliance—the “big four” causes of collisions.

SPCA Proposes New Animal Centre
The Ontario SPCA outlined plans for a new regional animal center and veterinary clinic to address rising demands in animal care and veterinary shortages. The proposal responds to doubled intakes and growing service gaps, with potential benefits for both pets and owners across the region.

Water and Wastewater Financial Plan Projects Steady Rate Increases
DFA Infrastructure presented a 10-year plan projecting 7–8% annual rate increases to sustain critical water and wastewater systems. The plan emphasizes reserve fund growth and debt financing to ensure service stability and compliance with provincial standards amid inflation and aging infrastructure.

Heritage Designation Explored for South Lancaster
Council debated possible heritage designations for South Lancaster, opting to consult the Municipal Heritage Committee before proceeding. The discussion reflected the balance between protecting historic character and respecting property owner concerns about costs and restrictions.

Winter Maintenance Policies Reviewed
Sidewalk maintenance and snow clearing policies were re-examined, with council favouring refurbishing equipment and relying on in-house staff over contracting out. Broader infrastructure topics—including road classifications, mowing levels, and fleet management—were deferred to future committee discussions.

Administrative and Community Updates
The meeting concluded with farewells to departing staff, county council updates, and announcements of upcoming cultural events. Council reaffirmed its commitment to public service and community wellbeing while preparing for the challenges of growth and infrastructure stewardship.
