North Glengarry Council Highlights Veterans Memorials, Rural Healthcare, and Long-Term Infrastructure Planning at August 10 Meeting

The Township of North Glengarry’s August 10, 2026 council meeting focused on community heritage, healthcare investment, long-term asset management, wastewater infrastructure, and public safety. Major presentations highlighted both immediate community initiatives and the financial challenges of maintaining municipal infrastructure over the coming decades.


Cenotaph Revitalization Project Honours Local Veterans

MP Eric Duncan presented a proposal to revitalize four cenotaph sites across North Glengarry, including Alexandria, Maxville, Apple Hill, and Dalkeith. The project would include improvements such as interlock pathways, lighting, railings, and other safety and accessibility upgrades.

The initiative relies heavily on community fundraising, grants, and donated labour and materials, with a proposed municipal contribution toward the overall project. The plan also considers establishing funding for ongoing monument maintenance, helping protect these important community landmarks for future generations.


Hospital CT Scanner Campaign Nears Major Milestone

The Glengarry Memorial Hospital Foundation provided an update on its $3.5 million campaign to bring a CT scanner to the hospital. With the campaign nearing its fundraising goal, the project represents a significant improvement in access to diagnostic imaging for local residents.

An on-site CT scanner would reduce the need for patients to travel elsewhere for imaging and provide physicians with faster access to critical diagnostic information. The township’s support further demonstrates the importance of regional partnerships in strengthening rural healthcare.


Asset Management Plan Identifies Major Long-Term Funding Challenge

Council received the township’s updated Asset Management Plan, which estimates the replacement value of municipal infrastructure at more than $530 million. While the overall asset portfolio remains in generally good condition, the report identified a significant gap between current capital funding and the amount required for long-term replacement and rehabilitation.

Several funding scenarios were presented, with a phased approach over approximately 20 years recommended to gradually move toward full lifecycle funding. Council emphasized that the plan is a long-term planning tool and does not automatically commit the township to immediate tax increases.


Election Sign Regulations Updated

Council adopted an updated Election Sign Bylaw ahead of the 2026 municipal election. The new regulations establish clearer rules for placement and removal, including a 45-day pre-election installation period and five-day post-election removal deadline, while strengthening safety and identification requirements.


Provincial Funding Expanded to Additional Wastewater Projects

Council received confirmation of an amendment to provincial infrastructure funding that allows remaining funds associated with the Alexandria Lagoon expansion to be directed toward additional wastewater priorities.

The expanded scope could include the Maxville Lagoon expansion and sewage pumping station improvements, helping North Glengarry maximize approximately $30 million in available provincial funding while preparing infrastructure for future growth.


Fire Department Advances Equipment and Training

North Glengarry Fire Services reported progress on new breathing apparatus, gas detection equipment, firefighter certification, and specialized training. The department is also hosting regional training involving neighbouring mutual aid partners, strengthening emergency preparedness and cooperation across the region


Public Questions Focus on Infrastructure Affordability

Residents raised concerns about how the long-term infrastructure funding recommendations contained in the Asset Management Plan could affect future property taxes and household affordability.

Council clarified that the plan presents options rather than predetermined tax increases and that future funding decisions will continue to be considered through the annual budget process and public consultation.
