NG Council Focuses on Governance Transition, Community Policy, and Infrastructure Investment at February 9 Meeting

The Township of North Glengarry’s February 9, 2026 council meeting reflected a balance of leadership transition, service continuity, infrastructure investment, and community policy updates. Chaired by the Deputy Mayor, the meeting welcomed new administrative leadership while advancing operational and capital priorities.

Leadership Transition and Administrative Continuity

Council formally introduced Michael Thothrop as the new CAO/Clerk, marking a key governance transition. Appreciation was extended to Interim CAO Tim Simpson for ensuring stability during the interim period, reinforcing continuity in municipal operations.

Septic Services Contract Renewed

Council approved a one-year renewal with Lakeside Green Environmental for septic system plan reviews and inspections. The contract maintains cost-recovery pricing comparable to neighboring municipalities, supporting efficient and accessible service delivery.

Zoning Amendments Support Housing Flexibility

Three zoning bylaw amendments were adopted to permit secondary dwellings, including mobile homes, while restricting residential development on certain agricultural lots. The changes reflect council’s effort to balance housing flexibility with sustainable land management.

Hall Rental Policy Formalized

A new formal hall rental policy was introduced to clarify procedures for cancellations, insurance requirements, and nonprofit use. Council reaffirmed the provision allowing community organizations up to five free rentals annually, emphasizing support for local groups while strengthening policy transparency.

Strategic Grant Applications Advance Community Projects

Council directed staff to pursue funding through the Rural Ontario Development Program to offset costs for the Maxville sign renewal project. An additional application to the Ontario Trillium Foundation seeks support for elevator modernization at the Glengarry Sports Palace, enhancing accessibility and safety.

Fire Services Equipment Investment Approved

Council authorized the purchase of new self-contained breathing apparatus (SCBA) equipment to replace aging inventory. The investment enhances firefighter safety and improves on-scene communication capabilities, reflecting long-term commitment to emergency services.

Infrastructure Oversight and System Upgrades

A municipal engineer was appointed for the Trillium Landing development, strengthening oversight of subdivision standards and coordination. Council also received an update on a completed SCADA system upgrade to maintain reliable water system operations.

The February 9 meeting underscored North Glengarry’s focus on responsible governance, clear policy frameworks, infrastructure reliability, and strategic investment — all while maintaining fiscal prudence and community engagement.
