Council Reviews Zoning, Environmental Remediation, and Community Investments at August 25 South Glengarry Meeting

Agricultural Zoning Amendment Considered
Council held a public meeting to review a proposed zoning bylaw amendment for agricultural land. The amendment would restrict residential development while reducing minimum lot size, aligning with provincial planning policy to preserve farmland while allowing flexible lot adjustments.
Environmental Progress Report on St. Lawrence River
The Raisin Region Conservation Authority and River Institute presented an update on the Remedial Action Plan (RAP) for the St. Lawrence River Area of Concern. The focus was on scientific assessments of fish tumors linked to legacy contaminants such as mercury and PAHs. While some impairments remain under further review, the presentation emphasized continued monitoring, scientific rigor, and community engagement in addressing historic industrial pollution.
Tree Planting Through FCM Grant Application
Council endorsed an application for a Federation of Canadian Municipalities grant to expand the township’s tree canopy. The plan would see 30 mature trees planted in local parks, improving shade, biodiversity, and resilience against heat events.
Community Infrastructure and Procurement Decisions
Council awarded an engineering contract for construction administration of the Char-Lan Recreation Center, advancing this major community project. A contract was also approved for the supply of stone dust for winter operations.
Lumley Condominium Agreement Approved
Council approved the Lumley vacant land condominium agreement—the first of its kind in South Glengarry. The project will create nine residential units with a mix of individually owned lots and shared common spaces, offering a new form of housing tenure within the township.
Regional Waste Management and Recycling Policy
During consent agenda discussions, council reviewed updates on regional waste management and affordable housing tax subclass initiatives. Members expressed support for expanding producer responsibility in recycling to include commercial and institutional sectors, aligning with local business sustainability needs.
County Council and Community Updates
Board and committee updates included a review of county council remuneration, equipment procurements, and planning for upcoming cultural events such as the Glengarry Rambles bus tours.
