NG Council Addresses Animal Welfare, Governance Renewal, and Infrastructure at September 29 Meeting

The Township of North Glengarry’s September 29, 2025 council meeting combined urgent community presentations, financial reviews, development approvals, and infrastructure updates. The agenda underscored council’s role in balancing social service partnerships, long-term planning, and day-to-day municipal operations.

Ontario SPCA Delegation
The SPCA reported a doubling of animal intakes since 2023, stressing the need for a new regional animal center and veterinary clinic by 2027. They requested a $20,000 contribution from North Glengarry, spread over five years, to help fund the project.

CAO Recruitment and Policy Review
Council initiated the recruitment of a permanent CAO/Clerk and launched a full review of township personnel policies to modernize workplace standards and strengthen governance.

Audited Financial Statements
The 2024 audit showed a near break-even surplus. However, auditors noted issues with a longstanding insurance receivable and new accounting standards for asset retirement obligations. Council chose a conservative approach, phasing in the impact over several years.

Residential Growth Approvals
Zoning bylaws were passed for surplus dwelling severances and secondary units, expanding local housing flexibility. Council also approved a subdivision agreement for the 44-unit Trillium Landing project in Alexandria, with parking and infrastructure addressed.

Water System Challenges
Reports revealed a 44% water loss rate. To address this, council supported investment in leak detection technology and instantaneous meter reading, aiming to improve efficiency and reduce waste.

Governance and Community Engagement
Residents raised questions about the province’s “strong mayor” powers. Council responded by discussing a resolution opposing such powers, emphasizing the township’s commitment to collaborative, transparent decision-making.
