Council Advances Zoning Clarity, Housing Options, and Governance Stability at September 8 North Glengarry Meeting
The Township of North Glengarry’s September 8, 2025 council meeting combined planning matters, infrastructure responses, policing updates, and administrative decisions. The agenda underscored the township’s ongoing efforts to protect farmland, expand housing choices, maintain public amenities, and ensure steady governance during leadership transitions.
Eastwood Dairy Farms Rezoning Protects Agricultural Land
Council approved a zoning amendment for Eastwood Dairy Farms, separating a 2.7-acre residential parcel from 215 acres of farmland. The change prohibits new residences on the farm parcel while ensuring the severed residential lot meets frontage and setback requirements. This aligns with provincial policy to minimize severances and safeguard agricultural operations.
Secondary Dwelling Approved on Glenn Robertson Road
A property on Glenn Robertson Road received zoning approval for a secondary dwelling with an accessory apartment. The exception allows for added housing options in a rural setting while maintaining septic system standards and railway buffer protections. The decision supports intensification goals and affordable housing without undermining agricultural uses.
Apartment Expansion in Maxville Moves Ahead
Council considered a site plan for two new 9-unit apartment buildings in Maxville, expanding a site that already contains 12 units. Careful planning addressed railway setbacks to reduce noise and safety concerns, while minor variances for reduced setbacks balanced zoning requirements with maximizing available space. The project reflects the township’s efforts to add density within settlement areas.
OPP Highlights Community Engagement and Mental Health Response
Chief Inspector Mark Hammer presented an OPP update emphasizing visible community policing and problem-solving approaches. Initiatives include school-based consent education, online safety outreach, and integration of the MSERT mental health team with local hospitals. These programs have reduced sexual assault incidents and provided tailored responses for vulnerable populations, including seniors.
Emergency Response to Sports Palace Chiller Failure
Council authorized an emergency replacement plan for the Glengarry Sports Palace chiller following premature failure. Contingency planning with the Maxville Sports Complex and close coordination with user groups ensured community programs continued with minimal disruption, highlighting operational resilience in managing critical infrastructure.
Water Financial Plan Confirms Stability
Council reviewed its water financial plan, which confirmed that current water rates—along with planned 2% annual increases—are sufficient to cover operational and capital needs, particularly for the Maxville water project. The stability ensures compliance with provincial regulations and reduces the risk of sudden rate shocks for residents.
Interim CAO Appointment Ensures Continuity
Council appointed Timothy Simpson as interim Chief Administrative Officer/Clerk, providing governance stability during a transition period. The appointment ensures continuity of municipal operations and support for council’s strategic priorities while a permanent recruitment process proceeds.
